The technique for stitching dog collar using a regular hoop is precise and cheap.
take your square heavy tearaway pellon.
Lay the nylon collar across the middle.
Used Scoth heavy duty clear shipping tape 2 " wide and Tape the entire edge to the pellon about 1/8 " on both upper edge of collar and loweredge of collar
The lettering should leave 1/4 inch space above and below lettering
Example: 1 inch collar lettering 1/2 high (or .70 inch high when you are good at it)
I have found a tensions are key For my Voyager I need a tight tension.
Needle 75 sharp and I like poly thread for this
One recommendation is that the width of a dog collar be twice the size as the dog's vertabrate width. That reduces vertabrate injury.
My 93 lb GSD 2 year old sports a two inch wide nylon collar (snap lock closure)
I bought a special hoopsystem for the dog collar but it takes too much time to set up.
I just use the above technique and get accurate and precise results with proper tension top and bottom thread.
Practice makes perfect
