I am trying to re-create Kira Knightly's Pirates of the Carribean 3 outfit but the embroidery looks very involved and detailed. Is this something a locall embroidery machine can do? What is the best way to find a place who can help me? Do you think there is another route that might be easyer than embroidery?

Yes,this parts on sleeves you can do it on embroidery machines,no problem...you just need good digitizer to do this design and expirienced embroiderer to hoop this sleeve part nicely on machine...also thick cotton thread should be used.
If you want i can do digitizing for you...it would be very good if you can get artwork for that sample,because is very hard to be precise when working from photo.

It is surely doable. I often create such design for traditional dress here in my country that looks pretty much similiar. I can help you with this kind of design.
