If a hat has buckram-fused front panels, is it still necessary to use tearaway or cutaway backing when embroidering this type of hat. Your expertise is appreciated.

It depends on how well the hat fits your frame and is secured on the frame and the design. If it is snug you might not need backing but if not, backing will help take up unwanted room. If there are registration issues then backing should help.

Backing is more of a "cushion" for hats than anything. In my experiences, backing is almost always a must with caps, or else you can have registration issues galore.

Yes!
The backing is what keeps the hat "in place' not just for stability. So do add 1, sometimes even 2pieces of tearaway depending ont he design. Try sewing one without backing and you'll see that it will be all over the place compared to with backing.
