Is anyone selling a 24" Roland or Graphtec Vinyl Cutter? I am wanting to purchase this equipment as soon as possible.

Trust only Roland brands. Get a GX-24, it had new servo technology and is amazing. I purchased one July 2010 and been running it hard ever since, only need to change blades, it's a work horse. Brand new it's $1,695.00 and you can pick them up used with the stands for $1,000 - $1,200. Don't waste your money on cheap brands that break down.
