really new to screen printing

We are so new to this the only ink we have put on a shirt is our logo. We decided to do this as a home business for me, with a shoestring budget, since my husband is out of town alot. After purchasing what we were told was a complete package, we found out we still needed expensive software. Could anyone please tell me what is the best, most inexpensive software to use for a beginner? We have downloaded trial versions, but simply cannot afford to put $1000, into software. I really need to put my investment to work ASAP, so I appreciate any advice I can get at this point. Thank you very much.

It really depends on what you are trying to do.

Create artistic designs? (Adobe's Illustrator® is great for this)
Take photos and manipulate them? (Adobe's Photoshop® is great for this)
